Percent-encoding explained
URLs can only contain a limited set of characters, so others are written as % followed by two hex digits of their UTF-8 bytes: a space becomes %20, / becomes %2F and é becomes %C3%A9. In HTML form data, spaces may also appear as +.
Links wrapped by security gateways (like safelinks or urldefense) contain the real URL encoded inside — decoding reveals where they go. Check suspicious ones with the URL Safety Checker.
Encoding is not encryption
Encoding changes how data is written so it can travel safely through URLs, HTML or text-only systems. It uses no key, so anyone can decode it instantly. Never use Base64, URL or HTML encoding to hide passwords or secrets — use encryption, or a password hash like bcrypt.

Why does my URL contain %25?
%25 is an encoded percent sign — the URL was encoded twice. Decode it twice to get the original.
Is my code or data uploaded?
